Unless specifically exempt, any facility that emits a contaminant (including noise) into the atmosphere is required by the Ontario Ministry of the Environment and Climate Change (MOECC) to obtain an Environmental Compliance Approval (ECA) (Air & Noise) (formerly called a Certificate of Approval) or, if applicable, complete an Environmental Activity and Sector Registry (EASR) prior to construction or operation of the facility.

Environmental Compliance Approval (ECA)

High risk and/or complex facilities, such as landfill sites or chemical manufacturing plants, require an ECA in order to operate in Ontario. If a facility that has an ECA changes its operations (e.g. addition of new equipment, increase in the production rate), then that facility must apply to the MOECC for an amendment to their current approval. BCX staff have a solid understanding of the MOECC’s approval requirements through our many years of experience preparing accurate and complete applications. Our team has worked extensively with the MOECC who know and trust our competency and professionalism.  This earned trust helps us to assist our clients obtain timely approvals; negotiate approval conditions and seek clarification on policy. Our applications get approved.


An application for a new or amended ECA must include:
​ 
  • An Emission Summary and Dispersion Modelling Report (ESDM) that Identifies what the facility emits to the atmosphere, how the emitted material is diluted as it moves through the atmosphere; and how the Point of Impingement (POI) concentration compares to the MOECC's POI limit.
  • An Emission Summary and Dispersion Modelling Report (ESDM) that Identifies what the facility emits to the atmosphere, how the emitted material is diluted as it moves through the atmosphere; and how the Point of Impingement (POI) concentration compares to the MOECC's POI limit. An Acoustic Assessment Report (AAR) (if the facility meets certain criteria) that Identifies and quantifies all the facility’s noise sources and compares their combined impact against the MOECC’s noise guidelines.
  • Completed Application Forms.
  • MOECC Review Fee.


Environmental Activity and Sector Registry (EASR)

Facilities with less complex operations may register online on the EASR. The general requirements for the EASR are described in Ontario Regulation 245/11. A facility may be permitted by registering for a specific activity based EASR (e.g. commercial printing, automotive refinishing, etc.) or Air Emissions EASR under Reg. 1/17.

​An air emissions EASR will require:

  • An ESDM Report that meets the requirements for an ESDM report supporting an ECA application. The ESDM Report must be signed by a Licensed Engineering Practitioner (LEP).
  • An ESDM Supplement Report. ​
  • If applicable, an AAR that meets the requirements for an AAR supporting an ECA application. The AAR must be signed by a LEP.
  • If applicable, a Best Management Practices Plan for Fugitive Dust (Dust BMPP), signed by a LEP.
  • If applicable, a Best Management Practices Plan for Odour (Odour BMPP), signed by a LEP.
  • If applicable, an Odour Control Report, signed by a LEP.
  • MOECC EASR Registration Fee.
